The Egyptian government has awarded a “golden licence” to Nefer Minya Renewable Energy for a planned 1 GW solar power plant paired with a 600 MWh battery energy storage system (BESS) in Minya Governorate.
The USD750 million project is being developed through a joint venture between Infinity Power Holding and HAU Energy. It will be located on a 20 km² site in the West Minya area, with completion targeted for the end of September 2027.
The project is intended to support Egypt’s environmental sustainability objectives while cutting carbon emissions by around 1 MtCO₂ per year, according to the government.
The developers are also pursuing financing from the European Bank for Reconstruction and Development (EBRD), with a financing decision expected on 9 September 2026.
The golden licence forms part of Egypt’s approach to speeding up major investment projects. The mechanism brings together approvals, permits and land allocation requirements under a single authorisation, reducing the number of separate procedures developers need to navigate.
Egypt has increasingly applied the framework to renewable energy and energy storage developments as it works towards increasing the contribution of renewables to 45% of the country’s power mix by 2028.
The Minya project combines large-scale solar generation with battery storage, allowing the development to incorporate both renewable power production and energy storage capacity within the same site.
With a planned 1 GW generation capacity and 600 MWh of storage, the project represents a major renewable energy development for the Minya region. The 20 km² West Minya site will host the facility, with the developers working towards the September 2027 completion target.
The government’s decision to grant the golden licence provides the project with a consolidated authorisation covering key approvals, permits and land allocation procedures, supporting its progression through development.
The financing decision expected in September will represent another step towards advancing the USD750 million development.
